Behavior if there is no local nor global configuration

Don't generate and record events in this case. In particular, don't create a lrs file.

When there will be a clear separation between generating and recording events, we may want to still generate events in the front-end applications, but discard them after in the lrs, to simplify the logic for these front-end applications.
