Refactored the output of prepare_data, the layout engin separated from XML output, fixed bug with skipped levels.

Modified the dictionary active_elps in the data filter output. The keys of this dictionary are the codes of ELPs accessible from the VET via all links not passing through the suspended ELPs. The values are dictionaries, associating the codes of the list where the ELP occurs with the position of the ELP in this list.
